Green Power, Computing Capacity: What Xi’s Inner Mongolia Visit Signals for Foreign Founders
A high-level government visit to Ulanqab highlights green computing, ecological restoration, and new quality productive forces. Here is what foreign founders can take away for company registration and operations in China.
Why Inner Mongolia’s Ulanqab Matters for Foreign Founders
On October 16, Xi Jinping visited Ulanqab in Inner Mongolia, his fourth inspection of the region since the 18th Party Congress. The visit put a spotlight on two themes relevant to foreign founders: green computing capacity and ecological governance. While the trip was a high-level political inspection, it reinforces policy directions that can affect where and how foreign-invested companies set up operations in China.
For founders considering company registration in China, regional advantages—energy, climate, connectivity, and industrial clustering—can shape everything from site selection to operational costs. Ulanqab’s emerging role as a green computing hub is a case in point.
Green Computing: Turning Wind and Solar into Computing Power
Inner Mongolia is one of China’s eight national computing hubs and ten data center clusters. It is seizing opportunities under the “East Data, West Computing” initiative and the building of a national integrated computing network, aiming to convert its abundant wind and solar resources into computing advantages. The region is working to build a green computing support base serving the Beijing-Tianjin-Hebei area and radiating nationwide.
Ulanqab, the closest Inner Mongolia city to Beijing, combines several natural and infrastructural advantages: nearly ten months of natural cooling sources per year, ample green electricity, cool climate, proximity to Beijing, stable geology, low latency on direct fiber-optic links to Beijing, and industry-leading power usage effectiveness (PUE) for data centers. These factors have quickly raised the city’s profile at home and abroad.
At the Chahar High-Tech Development Zone, Xi noted that China has already reached or even led in some areas of new quality productive forces, and the computing industry is one of them. He affirmed the rapid development and future potential of Inner Mongolia and Ulanqab’s green computing industry, and called for extending the industrial chain, deepening the integration of the digital economy with the real economy, and continuously turning computing advantages into development advantages.
Energy and water conservation are key priorities. Xi inspected layout plans for computing center projects, source-grid-load-storage models, integrated cooling station models, and smart power system models, showing particular interest in power usage effectiveness and water resource utilization efficiency.
Policy Context: National Computing Network and New Quality Productive Forces
The source notes that last April, Xi presided over a group study session of the Politburo emphasizing coordinated promotion of computing infrastructure. This April, a Politburo meeting proposed strengthening planning and construction of “six networks.” At the start of the 15th Five-Year Plan period, these networks—including the computing network—are being incorporated into the broader building of modern infrastructure. Recently, the Central Committee and State Council issued opinions on developing new quality productive forces, explicitly deploying the construction of a national integrated computing network and strengthening efficient supply of computing power, algorithms, and data.
Xi also cautioned against disorderly development: “My biggest worry about developing new quality productive forces, including several leading industries, is disorderly development—rushing in all at once and then dispersing all at once, which hurts enthusiasm. There is also the problem of ‘involution,’ blind competition, and development regardless of one’s own conditions.”
For foreign founders, this suggests that while local incentives may be attractive, due diligence on industrial planning and competitive dynamics is essential before committing to a site.
Talent and Skills: A Practical Consideration for Operations
In developing its green computing industry, Ulanqab is using a combination of academic education and social training to gradually build a talent development system that matches enterprise hiring needs. For foreign companies setting up in China, access to trained technical staff can reduce recruitment and training costs. It is worth checking local vocational programs and university partnerships when evaluating a location.
Ecological Governance: A Stable Regulatory Backdrop
The visit also highlighted ecological restoration. Huangqihai Lake, an inland closed lake formed by 11 rivers, once faced near-drying after the 1970s and 1980s due to arid conditions. After years of comprehensive treatment—adjusting protected areas, dredging inflow water systems, controlling aquaculture and agricultural non-point source pollution, and restoring grass and forests—the lake area has gradually recovered and expanded. Local officials reported that by the end of last month, the lake surface exceeded 85 square kilometers, and fish populations were monitored again in May last year, indicating gradual recovery of water self-purification and ecological cycling functions.
Xi emphasized that wetland protection should preserve the original ecology, respect nature, and for degraded wetlands, rely mainly on natural restoration with supplementary human intervention. He also noted that Inner Mongolia’s task of desertification control is relatively heavy and requires persistent effort to achieve “green advancing and sand retreating,” and that grassland protection requires addressing overgrazing in livestock development.
Official data cited in the source: since 2023, Inner Mongolia has completed 130 million mu of ecological construction, equivalent to 85% of the area completed in the first five phases of the “Three-North” project over more than 40 years. The region has 428 lakes with permanent water surface area greater than one square kilometer, bird species in lake areas have increased by 94 compared with 2021, and native fish species long absent have reappeared in lakes such as Daihai and Huangqihai.
Xi said that building Inner Mongolia’s ecological security barrier importantly requires strengthening integrated protection and systematic governance of mountains, rivers, forests, farmlands, lakes, grasslands, and deserts, and that the region has attached great importance to overall planning and persisted in this work with results.
What This Means for Foreign Founders
- Site selection: Regions with clear industrial clustering, such as Ulanqab’s green computing base, may offer energy, climate, and connectivity advantages. Verify local policies and infrastructure before registering.
- Compliance and planning: National initiatives like the integrated computing network and “six networks” can shape local incentives and approval processes. Align your business scope with local development plans.
- Talent: Local training systems can support recruitment. Assess available skills and training partnerships as part of your operational plan.
- Risk awareness: Official warnings against disorderly development and “involution” suggest that competitive and regulatory scrutiny may increase. Build a realistic business case.
- Ecological compliance: Strengthened ecological governance may affect land use, water use, and environmental permits. Factor these into your due diligence.
